It *might* be ported to Windows, I don't think they've made up their mind yet.
FF7 for the PC came out a year after FF7 for the Playstation did.
However, the power of a PS2 is going to certainly require you have a fairly new graphics card and a really nice processor. Unlike the Playstation, the PS2 is very complicated hardware, and their prior approach to emulating the game isn't going to work as well.
I wouldn't hold your breath for it... if Square deems it will be a commerical success, they'll probably release it 1-2 years after it's released in the US.
