Character designers are as follows, with the characters they made listed as well, if I know:
Kaori Tanaka/Clio Saga
-Bart, Sigurd, Jesse, Billy, Prim, Roni, Rene, Margie... also Edbart, Mariel, Elvira, Shalimar, Jordgarde (not in the game). Basically, she created the Fatima and Black families, according to information that used to be on her page.
Tetsuya Takahashi
Ramsus, I /think/ Elly...
Kunihiko Tanaka
I think he did the official character portraits, and had a hand in the designs of other characters (but I don't know which).
Takamichi Shibuya
Fei is the only one I know about.
Tadahiro Usuda, Tsutom Terada
Yui, Midori, Alice, and a lot of the minor characters from the towns.
Kazuhiro Soeta
Some of the villains, including Vanderkaum, perhaps the Elements (but don't take my word for that).
Some of this informationw as taken from comments that I saved from Clio Saga's old message board, and other information from the Perfect Works. ^.^

Billy, Bart and Sigurd are the most featured characters to star in yaoi dojinshi, and they were all designed by a sister.
Damn, but we design boys fine. Not even the guys can resist.

I know that Cleo Saga made Bart. I think she had a hand in designing the towns and maybe some of the other character.

Myaru the last 5 you named appeared in the game? Erh who and where were they or are you maybe using the Japanese translation? I know Edbart who that is but I don't remember seeing him. Could you refresh my memory?

I'm assuming you mean the ones I put under Clio Saga/Kaori Tanaka's name? They didn't appear in the game, but their identities are as follows:
Edbart Fatima - king before Bart/Bart's father.
Mariel Fatima - Bart's mother, former queen of Aveh.
Elvira Fatima - former Orthodox Mother of Nisan, also Margie's Mother.
Francis Fatima - former bishop (according to Intangir), also Margie's father.
Jordgarde - Sigurd's cousin. Still alive, but she's an unknown factor.
Shalimar - Sigurd's mother - died of Lukemia when he was 11.
The book also lists Sigurd's aunt, uncle, grandparents, and all of that... I suppose Ms. Saga created those as well (she did say the entire Fatima family and I assume that means Sig's part too), but they don't really have much information.
